Öffentliche Kommunikationsbereitschaft: Ein Test zentraler Bestandteile der Theorie der Schweigespirale
Der von Noelle-Neumann entwickelten Theorie der Schweigespirale liegt die zentrale Hypothese zugrunde, daß es einen Zusammenhang gibt zwischen der individuellen Perzeption der öffentlichen Mehrheitsmeinung zu einem Thema und der Bereitschaft von Individuen, sich öffentlich zu diesem Thema zu äußern. Diejeinigen, die glauben, die Mehrheit der Bevölkerung hinter sich zu haben, erweisen sich in öffentlichen Situationen kommunikationsbereiter als diejenigen, die sich mit ihrer Meinung in der Minderheit fühlen. Wir haben versucht, diese Kernhypothese der Theorie der Schweigespirale umfassend zu testen und dazu eine gesonderte Befragung durchgeführt. Die Kernhypothese der Theorie der Schweigespirale wird durch unsere Analysen falsifiziert. Öffentliche Kommunikationsbereitschaft in kleinen Öffentlichkeiten hängt nicht davon ab, ob sich der Befragte in Übereinstimmung mit der Mehrheit oder mit der Minderheit fühlt. Auf der Suche nach alternativen Erklärungen für öffentliche Kommunikationsbereitschaft kommen wir zu folgendem Ergebnis: Weder normative Erwartungen der Mehrheitsmeinung, noch soziodemographische Variablen wie Bildung, Alter, Geschlecht oder ideologische Einstellungen entscheiden über die Teilnahme an einem öffentlichen Gespräch, sondern allein subjektive Handlungsmotivationen der Befragten - politisches Interesse, subjektiv empfundene Wichtigkeit des Themas und der Glaube, Kommunikationspartner beeinflussen zu können.
