Acesso à água tratada e insuficiência de renda. Duas dimensões do problema da pobreza no Nordeste brasileiro sob a óptica dos Objetivos de Desenvolvimento do Milênio
A qualidade, disponibilidade e acessibilidade da população à água são essenciais ao desenvolvimento. Garanti-las deve ser uma das preocupações das políticas de combate à pobreza e melhoria da qualidade de vida das pessoas. Analisando dados sobre os indicadores referentes às metas 1 e 10 dos Objetivos de Desenvolvimento do Milênio, o estudo objetivou dimensionar um dos aspectos da incidência da pobreza atribuída a causas ambientais –pobreza ecológica–, buscando articular as dimensões ecológica e social do desenvolvimento sustentável. Para tanto, estabeleceu-se a magnitude da relação entre renda e acesso à água tratada na região Nordeste do Brasil. Os modelos estimados e a análise de dados revelaram faces importantes dos determinantes do acesso à água no país e na região. Por um lado, o papel da renda enquanto variável explicativa desse acesso é inferior ao da educação e situação domiciliar. Os β e as razões de chances estimadas para 1992 e 2005 no país e na região Nordeste revelam um enorme peso para o efeito urbanização. Por outro lado, viu-se que o reduzido acesso à água não pode ser necessariamente creditado à escassez, mas aos elevados índices de perda dos sistemas de distribuição, indicando sérios problemas de gestão dos recursos hídricos.
