Anmerkungen zur normativen Interpretation von Leistungsbilanzsalden Die normative Interpretation von Leistungsbilanzsalden durch Issing und Masuch beruht auf einem einfachen analytischen Rahmen, dessen Grenzen hier gezeigt werden: (1) Er überträgt die Entscheidungslogik der intertemporalen Konsumwall eines Haushalts auf die Gesamtwirtschaft, ohne die dabei entstehenden aggregativen und strukturellen Effekte zu berücksichtigen. (2) Er kommt ohne die Betrachtung eines Wechselkurses aus und unterstellt, daß ein Leistungsbilanzüberschuß – hervorgerufen durch höhere Ersparnis im Inland – von höheren Investitionen im Ausland absorbiert würde. Hier wird dagegen gezeigt, daß dieser Leistungsbilanzüberschuß Marktsignale erzeugt, die zu steigenden Investitionen im Inland führen. (3) Das durch Leistungsbilanzüberschüsse erworbene Auslandsvermögen impliziert nicht den Zuwachs des Realvermögens. (4) Auch wenn in der Bundesrepublik das heimische Arbeitskräfteangebot zurückgehen sollte, halten wir es nicht für sinnvoll, das Produktionspotential auf einen Netto-Ressourcen-Transfer in das Ausland einzustellen, um Netto- Auslandsvermögen zu bilden. Vorrang muß die Güterversorgung und Sachvermögensbildung im Inland erhalten
