Banco de la República en Barranquilla, 1923-1951
A partir de la década de 1870, Barranquilla se convirtió en el principal puerto colombiano por el movimiento de mercancías y en la ciudad más poblada de la región Caribe de Colombia, atrayendo un número creciente de familias de poblaciones de la costa como Santa Marta y Cartagena, así como del extranjero. En las primeras décadas del siglo XX se presentó un acelerado crecimiento de su actividad industrial: así por ejemplo, en 1928 había 81 establecimientos industriales de diversa índole. En medio de este dinamismo industrial y comercial de los años veinte, se desarrollaron las primeras operaciones de la Agencia del Banco de la República en Barranquilla. El propósito de la presente investigación es conocer de manera detallada los acontecimientos que rodearon la creación y funcionamiento del Banco en Barranquilla, entre 1923 y 1951. En este sentido, el trabajo se organizó en tres partes: primero, se presenta una breve descripción de la economía barranquillera durante el período de estudio, destacando el auge industrial y comercial de la ciudad en las primeras décadas del siglo XX; los ciclos económicos vividos durante estas tres décadas; su historia bancaria, así como las obras públicas financiadas con los recursos del crédito concedido por el Central Trust Company de Illinois al municipio de Barranquilla, en 1925. La segunda parte está referida a la historia del Banco de la República en Barranquilla, entre las décadas de 1920 y 1950. Aquí se presenta el movimiento de la Sucursal con respecto a otras del país, las crisis financieras de algunos bancos locales y los cupos de crédito y redescuento que reconocía el Banco a las firmas comerciales y bancarias. Además, en este capítulo se destacan otras actividades del Banco, tan disímiles, como la administración de las salinas marítimas, la fundación de bibliotecas y la construcción de urbanizaciones. Al final, el capítulo cierra con una reseña sobre algunos Gerentes del Banco de la República en Barranquilla. En la tercera parte se estudian las actividades del Fondo de Estabilización durante la Segunda Guerra Mundial, referentes a la administración fiduciaria de los bienes de ciudadanos de los países del Eje con intereses en Colombia. El presente documento está fundamentado en información de los archivos del Banco de la República. En particular, los archivos del “Fondo de Estabilización – Administración Fiduciaria” se constituyen en una rica fuente documental para el período 1942-1948, que hasta ahora no se había utilizado con fines de investigación. El análisis que se hizo en este documento acerca del Fondo de Estabilización se limita a la Costa Caribe colombiana, pero el mismo podría servir para el estudio de otras regiones colombianas.
