Der Ökonom als Berater: Einige grundsätzliche Erwägungen zur Wissenschaftlichen Beratung der Politik durch Ökonomen
Am 29. März 2003 wurde IfG-Alumni gegründet, ein Netzwerk von ehemaligen Mitarbeitern, Dissertanten und Lehrenden des Instituts für Genossenschaftswesen, von aktuellen IfG-Mitarbeitern und Studierenden der Unternehmenskooperation. An der Gründungsveranstaltung nahmen Schüler und Mitarbeiter der Professoren Seraphim, Boettcher, Bonus und Theurl teil, so dass alle Generationen seit der Gründung des Instituts vertreten waren. IfG-Alumni soll den Kontakt des Instituts mit seinen Ehemaligen fördern, den Praxistransfer unterstützen sowie den fachlichen und persönlichen Gedankenaustausch der zahlreichen Absolventen erleichtern. Es ist davon auszugehen, dass sich das Netzwerk schnell erweitern wird. Im Rahmen der Gründungsveranstaltung hielt Prof. Dr. Frank E. Münnich einen beeindruckenden und viel diskutierten Vortrag zur "Wissenschaftlichen Beratung der Politik durch Ökonomen". Er bildet den Inhalt des vorliegenden Arbeitspapiers Nr. 33. Er vermittelt grundlegende Einsichten in die "Logik der Beratung", in die Motive von Beratern und Ratsuchenden sowie in die Mechanismen der Politikberatung. Die viel beklagte Beratungsresistenz der Politiker sowie die Kritik der Politiker an den Ökonomen sind Ausdruck einer strukturellen Inkongruenz von Wissenschaft und Politik. Während die Wissenschaft erkenntnisorientiert ist, ist der politische Prozess entscheidungsorientiert. Diese Überlegungen und ihre Begründungen werden hiermit einer interessierten Öffentlichkeit vorgestellt.
