Eine ökonomische Analyse der Wasserver- und Wasserentsorgung der Stadt Zürich
Diese Arbeit erfaßt sehr verschiedene Aspekte und Probleme der neueren Entwicklung in der Siedlungswasserwirtschaft.Ansatzpunkt ist die Wasserversorgung und Stadtentwässerung Zürich, zwei von einander getrennt geleitetegemeinwirtschaftliche Unternehmen der Stadt. Die Arbeit erhebt nicht den Anspruch einer umfassenden Analyse, sie vermageinige Fragen aufzuwerfen und zu diskutieren.Da die Interaktion zwischen den Leitern gemeinwirtschaftlicher Unternehmungen und ihren vorgesetzten Politikern alsmaßgeblich für die Entwicklungen der Vergangenheit und der näheren Zukunft erachtet wird, wurde für die ökonomischeAnalyse ein politisch-ökonomisches Instrumentarium gewählt. Dieses wird in Kapitel 1 eingeführt. Dies ist ein Versuch,Vermutungen über die Realität bürokratischer und gemeinwirtschaftlicher Einheiten positiv theoretisch zu erklären. Von demklassischen Ansatz der Theorie des natürlichen Monopols aufbauend, wird in Kapitel 2 ein Vergleich zwischen dergemeinwirtschaftlichen Organisationsform und den möglichen Vor- und Nachteilen einer Privatisierung mit staatlicherRegulierung vorgestellt. Eine empirische Studie und einige Ergebnisse der noch nicht abgeschlossenen Diskussion über dieErfahrung der Privatisierung der englischen Wasserwirtschaft illustrieren dieses Kapitel. Das Kapitel 3 befaßt sich mit denbeiden voneinander getrennt operierenden Gemeindebetrieben, der Wasserversorgung und der Stadtentwässerung Zürich, ihrerOrganisation, ihrer finanziellen Situation, vergangenen und geplanten Entwicklungen, insbesondere der Anpassung derKapazitäten an den Rückgang des Wasserverbrauchs. In Kapitel 4 werden die Faktoren untersucht, die einen Einfluß auf denWasserverbrauch haben könnten. Die Bedeutung des Wasserpreises (-tarifs) und insbesondere die Faktoren, die für dieSchätzung der Preiselastitizität berücksichtigt werden sollten, werden beleuchtet. Kapitel 5 greift einige Ideen derpolitisch-ökonomischen Ansätze des Kapitel 1 wieder auf
