EL BANCO DE LA REPÚBLICA como Institución Independiente
Una institución se define por su rol en generar reglas del juego en el terreno político, económico o social y por constituirse en una guía para el comportamiento de los agentes. 2 El banco central es entonces una institución al influir sobre las tasas de interés de corto plazo lo que, a su vez, tiene una crucial importancia en la toma de decisiones en torno a invertir, ahorrar o consumir. Esta es una delicada función que históricamente ha sido fundamental para el desarrollo y profundización de los mercados monetarios y de capital, sobre los cuales descansa el propio desarrollo económico de los países. La sutileza de la función del banco central reside en que debe combinar el objetivo de la estabilidad de precios con el de propiciar el máximo crecimiento económico posible. Este es el mandato que debe cumplir la Reserva Federal de los Estados Unidos y la Corte Constitucional colombiana le ha dado un giro en dirección similar al BANCO DE LA REPUBLICA, yendo más allá porque le exige también coordinarse con el plan de desarrollo del gobierno.3 La tradición alemana y europea es más conservadora pues concentra la función del banco central en mantener exclusivamente la estabilidad de precios. Para poder llevar a cabo su misión, el banco central debe contar al menos con la independencia de los instrumentos requerida para desarrollar una política monetaria que garantice la estabilidad de precios y maximice el crecimiento económico de largo plazo.
