El cambio del patrón de especialización en el plan
La estrategia de crecimiento del Plan de desarrollo se basa principalmente en el dinamismo de las exportaciones y la productividad del mercado interno. El peso recae sobre las exportaciones no tradicionales, buscando convertir las exportaciones industriales en la principal fuente de ingresos externos. El mayor problema de la apertura es la distorsión, ocasionada por la revaluación, que afecta la competitividad interna y externa del país. Ante esta situación adversa, la integración regional ha sido el principal determinante del dinamismo de las exportaciones no tradicionales. En concordancia con su visión neoliberal, el Plan no define una política comercial estratégica, lo que hace poco factible que el patrón de especialización cambie a corto plazo. La viabilidad de la estrategia de crecimiento depende, en el corto plazo, de la consistencia de las poíticas estructurales, horizontales y verticales, de fortalecimiento de la capacidad productiva, competitiva y tecnológica del país.
