Evaluation of the Impact of Skills for Life Learning: Report on Sweep 1

This reports describes participation in literacy or numeracy courses under the government's basic skills programme, 'Skills for Life': personal characteristics, previous education and qualifications, economic activity, attitudes, motivations and the courses. It identifies the factors affecting participation on basic skills courses, finding a greater propensity to participate amongst some ethnic minority groups, but lower participation amongst the employed, the least qualified, those with low competence in literacy and numeracy, the long-term disabled and parents. Participation also declined with age.
