Finanzielle Konsequenzen der Einführung eines universellen Alterssicherungssystems
Hauptziel eines gesetzlich regulierten Systems der Alterssicherung ist es, den Lebensunterhalt aller Personen, die aus Alters- oder Invaliditätsgründen am Erwerb von Einkommen gehindert sind, in ausreichendem Maße zu sichern. Das Erreichen dieses Ziels ist im gegenwärtigen System der Alterssicherung in Deutschland vor dem Hintergrund der demographischen, ökonomischen und gesellschaftlichen Veränderungen gefährdet. Ein Konzept, mit dem die Finanzierung einer umlagefinanzierten Alterssicherung zielgerichtet gewährleistet werden kann, würde das gegenwärtige System, das vor allem auf unselbständiger Beschäftigung basiert, auf ein universelles, die gesamte Bevölkerung einbeziehendes Pflichtversicherungssystem umstellen. Das DIW Berlin hat im Auftrag der Hans-Böckler-Stiftung die finanziellen und juristischen Aspekte eines von dem Bundesvorstand der Industriegewerkschaft Bauen-Agrar-Umwelt vorgelegten Konzepts zu einem universellen Alterssicherungssystem analysiert. In der Ausgestaltung dieses Konzepts würde sich eine weit stärkere Umverteilung als im heutigen System dadurch ergeben, dass alle hohen Einkommen zur Finanzierung der Maßnahmen zur Einkommensumverteilung innerhalb einer Generation herangezogen würden, da den Beiträgen dieser Gruppe später nur zum Teil höhere Renten gegenüberstehen würden. Eine stärkere Rückbesinnung auf die Eigenverantwortlichkeit würde sich aus dem langfristigen Abbau der Witwen(r)-Versorgung zugunsten einer verbesserten eigenständigen Sicherung ergeben. Die Untersuchung der finanziellen Konsequenzen dieses Konzepts macht deutlich, dass die angestrebten Ziele einer Stabilisierung der Beitragsgrundlage für die gesetzliche Rentenversicherung (GRV) in wesentlichen Punkten erreicht werden könnten.
