Frankreich: Ein Vorbild für Deutschland?
In Deutschland wird im Kontext der Diskussion um Mindestlöhne häufig der Eindruck erweckt, dass die französische Entwicklung auf dem Arbeitsmarkt wegen zu hoher Mindestlöhne von Arbeitslosigkeit und Jobverlusten gekennzeichnet sei. Untersucht man jedoch die französische Wirtschaftsentwicklung genauer, lässt sich dieses Urteil nicht halten. Denn Frankreich hat es geschafft, trotz oder wegen einer stabilen Lohnentwicklung und ohne drastische Einschnitte in die sozialen Sicherungssysteme seit Beginn der Wahrungsunion insgesamt stärker zu wachsen als Deutschland. Im Ergebnis war der Zuwachs an Beschäftigung größer und der Rückgang der Arbeitslosigkeit kräftiger. Dies ist auf unterschiedliche wirtschaftspolitische Strategien zurückzuführen. Während in Frankreich viel Wert auf den Erhalt einer binnenwirtschaftlichen Dynamik gelegt wurde, stand für die Wirtschaftspolitik in Deutschland immer im Vordergrund, die Exportperformance mittels erhöhter Wettbewerbsfähigkeit durch Lohnmoderation zu verbessern. Die dynamischere Binnennachfrage in Frankreich wurde durch eine gleichmäßigere Verteilung der Einkommen als in Deutschland unterstützt. Dies wurde durch einen Mindestlohn und eine ausgeprägte allgemeine Arbeitszeitverkürzung bei einer staatlichen Flankierung durch Kombilöhne erreicht. Die bessere Performance Frankreichs zeigt, dass Beschäftigungsaufbau nicht mit Lohnmoderation einhergehen muss.
