Handicap et dépendance — Drames humains, enjeux politiques
Drames privés ou question publique ? De quoi et de qui parle-t-on quand on parle de dépendance ? Le terme, d'origine médicale, désigne l'incapacité à accomplir sans aide les actes essentiels de la vie quotidienne, qui touche les handicapés, les malades chroniques, les vieillards infirmes ou déments. La réforme de la dépendance, promesse électorale depuis trois campagnes présidentielles, devrait donner une base cohérente aux politiques visant à compenser ces difficultés, pour assurer la survie et promouvoir l'autonomie des personnes concernées. Au-delà des débats sur le financement de cette nouvelle protection sociale, ce petit livre éclaire les enjeux humains d'une réforme attendue en tentant de faire entendre les points de vue des personnes handicapées elles-mêmes, de leurs familles et des professionnels de l'aide. Il plaide pour la suppression de la barrière des 60 ans entre handicap et dépendance, ainsi que pour la construction d'un nouveau secteur professionnel de l'aide, à domicile et en institution.
