Institutionelle Reformen auf den ostdeutschen Arbeitsmarkt: Vorbild für den Westen?
Der institutionelle Rahmen des ostdeutschen Arbeitsmarktes schneidet bei einer Konfrontation mit den Vorschlägen der OECD-Reformagenda zur Verminderung struktureller Arbeitslosigkeit auf einigen Ebenen besser ab als der westdeutsche. Hierzu zählen unter anderem längere Wochenarbeitszeiten, die niedrigere Tarifbindung, eine höhere Vermittlungsbereitschaft der Arbeitslosen, eine geringere Verbreitung der Sozialhilfe sowie die relativ häufigen Berufs- und Betriebswechsel. Auf anderen Gebieten ist Ostdeutschlands Position deutlich ungünstiger, beispielsweise bei der Lebensarbeitszeit, bei der Verbreitung von Teilzeitarbeit, Zeitarbeit und Selbstständigkeit, beim überdimensionierten Öffentlichen Dienst sowie bei den häufig praktizierten teuren und ineffizienten Maßnahmen der aktiven Arbeitsmarktpolitik. Die vergleichende Bestandsaufnahme zeigt letztlich, dass die Übernahme der westdeutschen Arbeitsmarktverfassung den Strukturwandel der ostdeutschen Wirtschaft nicht erleichtert hat und insofern für die hohe strukturelle Arbeitslosigkeit mitverantwortlich ist.
