Internationalisierung der Wettbewerbspolitik : Korrelat zur internationalen Handelspolitik?
Die Liberalisierung und Integration von Märkten kann zu einer deutlichen Verstärkung negativer externer Effekte der Wettbewerbspolitik der Behörden und der Wettbewerbsstrategien der Unternehmen eines Landes in anderen Ländern führen. Dieser Entwicklung könnte durch eine Internationalisierung der Wettbewerbspolitik entsprochen werden, ohne den ?Wettbewerb zwischen den Wettbewerbsregeln?vollständig auszuschalten. Eine supranationale Rahmenregelung für den Wettbewerb müßte vor allem einen Mechanismus beinhalten, der die Neigung der nationalen Wettbewerbspolitik zur Diskriminierung zwischen Inlands- und Auslandsmärktenüberwinden und Verzerrungen des internationalen Wettbewerbs ?an der Quelle?beseitigen könnte. Die Initiative zur Durchsetzung des Ursprungslandprinzips in der Wettbewerbspolitik würde von jenen Ländern ausgehen, in denen die wettbewerbswidrigen Unternehmenspraktiken sich hauptsächlich auswirken, und durch das Streitschlichtungsverfahren der WTO unterstützt.
