Inwieweit transferierbar sind die RGW-Währungen? Der Transferrubel (TR) konnte die Eigenschaften, die für eine organische Verbindung mit den übrigen Währungen (darunter auch mit den Währungen der RGW-Staaten selbst) unentbehrlich sind, nicht besser entwickeln als die nationalen Währungen des RGW-Raumes. Anders als diese kann er sich aber auch nicht auf die internen Preisstrukturen seines Geltungsbereiches stützen. Da er gezwungen ist, eine den Produktionsverhälnissen des RGWRaumes fremde Preisbasis auf einen gemeinsamen RGW-Nenner zu bringen, schafft er dies aufgrund eines künstlich ermittelten Umrechnungskoeffizienten. Er kann jedoch weder zu den Hartwährungen des Westens noch zu den nationalen Währungen der RGW-Staaten einen ökonomisch begründeten Wechselkurs als Grundlage für eine Konvertierbarkeit zustandebringen. Ebensolang wie die Diskussion über die Möglichkeit, den TR zumindest teilweise konvertierbar zu machen, dauern die Bemühungen, Drittländer an den Rubelverrechnungen zu beteiligen. Mit TR-Guthaben werden aber westliche Länder im RGW-Raum nicht mehr erreichen können als die RGWMitglieder selbst. Denn nicht das Geld als universelle Kaufkraft, sondern die mit den einzelnen Parnern vereinbarten Lieferungen sind für den Außenhandel auf diesem Markt ausschlaggebend. Ein Clearing- und Kontingentaustausch im Intra-RGW-Außenhandel und parallel ein auf Devisenverrechnungen basierender Ost-West-Handel verspricht auf lange Sicht kaum einen Erfolg. Erstrebenswert wäre vielmehr ein multilateraler Außenhandel, bei dem das einzig maßgebende Wettbewerbskriterium, die komparativen Kostenvorteile, in vollem Umfang zur Geltung gelangen würden. Die Ausrichtung auf einen integrierten Weltmarkt würde vom Westen den sukzessiven Abbau von Krisenerscheinungen im Weltwährungssystem und bis dahin die Koordinierung der Außenhandels- und Kreditpolitik gegenüber dem Osten fordern; vom Osten aber die Anpassung der Lenkungsmechanismen an die Bedürfnisse einer effektiven internationalen Arbeitsteilung. Mais il est incapable d'établir avec les monnaies fortes de l'Ouest et avec les monnaies nationales des états du Comecon un cours de change économiquement fondé comme base de convértibilite. Les efforts deployés pour faire participer les pays tiers aux compensations en roubles s'éternisent autant que la discussion sur la possibilité de rendre le TR au moins partiellement convertible. Avec des avoirs en TR, les pays occidentaux n'obtiendront pas davantage dans la zone Comécon que les membres m&mes de cette zone. Car ce qui est déterminant pour le commerce extérieur sur ce marché, ce n'est pas l'argent comme pouvoir d'achat universel, mais les livraisons conclues entre les différents partenaires. Un échange de compensation et de contingent dans le commerce extérieur intra-Comecon et parallélement un commerce Est-Ouest basé sur des compensations en devises ne sont guére prometteurs a long terme. Il serait préférable de rechercher un commerce extérieur multilateral auquel s'appliquerait sans restriction le seul critère concurrentiel décisif, a savoir les avantages comparatifs des coüts. L'orientation sur un marché mondial intégré permettrait a l'Ouest de promouvoir a l'égard de l'est la suppression progressive des crises du système monétaire mondial et auparavant la coordination des politiques du commerce extérieur et du crédit; quant à l'Est, il se verrait contraint d'adapter ses mécanismes de régulation aux besoins d'une effective division internationale du travail.
