Konjunkturtheoretische Implikationen der Hypothese rationaler Erwartungen
Konjunkturtheoretische Implikationen der Hypothese "rationaler Erwartungen" Unsere Theorie temporärer Gleichgewichte ist im letzten Jahrzehnt in einer wesentlichen Hinsicht entwickelt worden. Erwartungen werden jetzt, wie Entscheidungen, als Ergebnisse aus rationalen, ökonomischen Auswertungen von Informationen'; aufgefaßt. Im einfachen Extremfalle verfügen die Akteure der Wirtschaft über alle relevanten Informationen. Dann hat die globale, makroökonomische Politik im Falle eines bestimmten Musters von Verhaltensweisen keinen wesentlichen, systematischen Einfluß auf die Beschäftigung. Mit diesem Nachweis erregten Lucas, Sargent und andere viel Aufsehen. Andere, ebenfalls plausible Verhaltensmuster bedingen jedoch, daß die Makropolitik als Begründung für und somit als Steuerung von einer Entwicklung relevant wird. Ein wesentliches Nebenprodukt dieser Diskussion über die wohlinformierte rationale Erwartungsbildung ist eine Wiederbelebung der Konjunkturtheorie. Denn, wenn die Akteure im wesentlichen informiert wären, dann müßten sie durch ihre Dispositionen verhindern, daß sie durch Rezessionen etwas verlieren; ihre Dispositionen müßten mit anderen Worten die Konjunkturschwankungen eliminieren. Wegen der Tatsache, daß ausgeprägte Konjunkturschwankungen zu unserem Alltag gehören, müßten wir deshalb entweder die Hypothese aufgeben, daß wohlinformierte rationale Erwartungen vorliegen, oder die ergänzende Hypothese vertreten, daß die Konjunkturen auf die Wirkungen von extern verursachten und damit nicht vorhersehbaren Störungen des Systems (Schocks) beruhen. Die erste Möglichkeit schließt die vorausgegangene "neue klassische" Argumentation über Wirtschaftspolitik aus. Sie wird deshalb in der modernen gegenwärtig dominierenden Neoklassik nicht vertreten. Die zweite gewählte Möglichkeit bringt aber ebenfalls ein konzeptionelles Problem auf: Je ausgeprägter die Konjunkturen sind, um so ausgeprägter müßten die verursachenden Schocks sein und um so ausgeprägter müßte das durch Erfahrungen geprägte Mißtrauen hinsichtlich der eigenen Voraussicht sein. Auch die Schock-Hypothese mündet also in Skepsis hinsichtlich der Behauptung, daß die Konjunkturpolitik und -theorie auf der Annahme wohlinformierter rationaler Erwartungen basieren muß
