L’adoption internationale dans le monde : les raisons du déclin
Il y a dix ans on comptait environ 40 000 adoptions internationales de mineurs dans le monde, très concentrées dans quelques pays d’origine (Chine et Russie) et quelques pays d’accueil (en premier lieu les États-Unis). Entre 2004 et 2013, le nombre d’adoptions internationales de mineurs a chuté des deux tiers, en France comme dans le monde entier. La pénurie de mineurs adoptables est due au déclin du nombre de mineurs orphelins ou abandonnés et à l’essor des adoptions nationales dans les pays d’origine, mais aussi à diverses mesures politiques qui cherchent à contrôler plus strictement l’adoption pour éradiquer le trafic d’enfants. La pénurie de mineurs adoptables laisse à l’adoption internationale des mineurs qui sont pour la plupart « à besoins spécifiques ».
