L’euro fort est-il apprécié ?
Depuis fin 2000, l’euro suit une nette tendance à l’appréciation, battant record sur record par rapport au dollar. Cette étude vise à évaluer l’impact de l’appréciation de l’euro sur les économies française et européennes. Le niveau de la monnaie unique ne pouvant se résumer à son change par rapport au dollar, nous étudions dans un premier temps les mouvements de l’euro par rapport aux principales monnaies étrangères. Nous montrons les difficultés des théories traditionnelles du taux de change à expliquer totalement l’appréciation du taux de change effectif réel de l’euro. À l’aide d’une maquette simplifiée en économie ouverte, nous montrons ensuite qu’une appréciation de 7 % de l’euro par rapport au dollar entraîne une baisse de 0,45 % du PIB français. Les gains procurés par la baisse des prix d’importations ne permettent donc pas de compenser l’impact négatif du change sur les exportations via une perte de compétitivité. Ce modèle ne permet cependant pas de prendre en compte les autres effets induits par l’appréciation de l’euro, tels que les comportements de marge des entreprises par exemple. Nous détaillons donc l’évolution de la compétitivité dans la zone euro au cours de la période d’appréciation de la monnaie, ainsi que la dégradation enregistrée des échanges.
