La fin de la conditionnalité des politiques ?
La notion d’« appropriation » locale des politiques de développement a fait son chemin dans la communauté des bailleurs. Pourtant, avec les niveaux actuels de conditionnalité, cette appropriation n’a guère de chance de se conforter. De puissantes raisons militent encore pour le maintien d’une forme de conditionnalité de l’aide, même si l’on sait que la conditionnalité des politiques est plutôt inefficace et souvent contreproductive. Les bailleurs qui continueront à imposer des conditions risquent vite de se retrouver marginalisés – de nombreux pays en développement trouvant des sources alternatives de financement, publiques et privées, moins exigeantes.
