Lebensmittelverschwendung reduzieren – Hindernisse identifizieren und wirksam abbauen

In dem Projekt wurden alle Meilensteine erreicht. Im ersten Arbeitspaket wurde die Rechtsanwaltskanzlei WILDE BEUGER SOLMECKE mit dem Rechtsgutachten beauftragt und erarbeitete dieses im Jahr 2020. Ein Entwurf des Rechtsgutachtens wurde einem Fachpublikum im Rahmen eines Online Werkstattgespräches vorgestellt. Das Rechtsgutachten wurde daraufhin auf Basis der wichtigen Hinweise der Fachleute aus dem Werkstattgespräch mit Fokus auf das MHD sowie die Rahmengesetzgebung gegen Lebensmittelverschwendung vertieft. Auf Grundlage des finalen Gutachtens wurde von der DUH ein Positionspapier veröffentlicht. Die Ergebnisse des Gutachtens sind mehr-fach in politische Gespräche und Prozesse auf nationaler und EU-Ebene eingeflossen. Das zweite Arbeitspaket star-tete mit einer umfassenden Recherche von guten Praxisbeispielen im EU-Ausland. Darauf basierend wurden An-sprechpartner*innen bei aktiven Organisationen, Initiativen und Institutionen identifiziert und Treffen mit NGO-Vertreter*innen aus dem EU Ausland organisiert. Weiterhin bewarb sich die DUH erfolgreich als Mitglied für die EU Plattform für Lebensmittelverschwendung und Lebensmittelverluste, sodass dort die gewonnen Erkenntnisse des Projekts in den Gesetzgebungsprozess systematisch und effektiv eingebracht werden konnten. Im dritten Arbeits-paket hat die DUH zunächst die Vernetzung zur Lebensmittelwirtschaft ausgebaut, unter anderem über das Dialog-forum Groß- und Einzelhandel. Als konkretes Ergebnis des Dialogforums wirkte die DUH an der Erstellung eines Arbeitsdokumentes mit Hindernissen und Handlungsmöglichkeiten zur Verbesserung der Weitergabe von Lebens-mitteln mit. Das Arbeitsdokument wurde dabei gemeinsam mit den Tafeln sowie Vertreter*innen des Einzelhandels erarbeitet. In einem nächsten Schritt wurde eine Abfrage an bestehende Kontakte in Einzelhandelsketten versandt, um den Status-Quo von derzeitigen und geplanten Maßnahmen zur Reduktion von Verschwendung zu erheben. Die Ergebnisse wurden in bilateralen Gesprächen vertieft erörtert. In diesem Arbeitspaket fanden außerdem zwei Marktdialoge statt, bei denen die Themen MHD und Rechtssicherheit bei Lebensmittelspenden mit Vertreter*innen aus Politik, Wirtschaft und Zivilgesellschaft vertiefend diskutiert wurden. Die Ergebnisse der ersten beiden Maßnah-menpakete, der Gespräche mit dem Handel sowie der Marktdialoge wurden in einem Leitfaden zusammengefasst, der im Rahmen der Abschlussveranstaltung des Projekts 35 Vertreter*innen aus Handel, Politik und Zivilgesellschaft vorgestellt wurde. Durch die Erfüllung der vier Arbeitspakete konnte das Projekt auf verschiedenen Ebenen Beiträge zur Reduktion der Lebensmittelverschwendung leisten. Mit dem Rechtsgutachten und dessen Verbreitung wurde ein wichtiger inhalt-licher Beitrag zu der Debatte um rechtliche Möglichkeiten zur Reduzierung der Lebensmittelverschwendung geleis-tet. Die EU-weite Vernetzung mit anderen NGOs bietet die Basis für einen langfristigen Austausch zu guten Praxis-beispielen, der auch in Zukunft weitergeführt werden wird. Mit dem Leitfaden, der die Ergebnisse des Projektes zusammenfasst, wurde außerdem eine wichtige Handreichung für Vertreter*innen aus Handel und Politik geschaf-fen, das zugleich Handlungsempfehlungen und Forderungen aktualisiert. Die erfolgreiche Öffentlichkeitsarbeit konnte außerdem zur Sensibilisierung von Verbraucher*innen zum Thema Lebensmittewertschätzung beitragen. Die sehr gute Beteiligung und Resonanz aus Handel, Politik und Zivilgesellschaft indizieren die große Bedeutung, die dem erfolgreichen Projekt von allen Seiten zugesprochen wurde.
