Les politiques familiales en France et en Europe : évolutions récentes et effets de la crise
Les politiques familiales ont connu des évolutions importantes au cours des 15 dernières années dans une majorité de pays européens. Mais les disparités de structures des aides aux familles demeurent importantes, liées à des différences d'approche politique. Face à ces disparités, la crise financière a induit une réaction en deux temps, comme pour l'ensemble des dépenses sociales : une hausse importante des dépenses réalisées au titre des familles a d'abord eu lieu, soulignant ainsi le rôle d'amortisseur des effets de la crise auquel les politiques familiales ont pu participer ; le deuxième temps est, en revanche, dominé par la maîtrise de dépenses et/ou les mesures d'austérité. Pour certains pays, cela produit une rupture par rapport aux évolutions récentes. En France, la baisse programmée des dépenses à l'horizon de 2017 s'articule sur un recentrage des aides vers les familles modestes et une priorité redonnée aux services d'accueil.
