Machtgegensätze in einer Währungsunion. Ein historisches Fallbeispiel Die Wiener Münzkonvention wurde 1857 zwischen Österreich, Preußen und den meisten übrigen deutschen Staaten abgeschlossen. Sie bildeten eine Währungsunion mit einer gemeinsamen Währungseinheit, dem "Vereinsthaler". Neben diesem blieben aber auch die Münzen der Einzelstaaten im Umlauf. Die Parität dieser verschiedenen Umlaufwährungen wurde durch den gemeinsamen Silberstandard bestimmt. Der Abschluß dieser Vereinbarung ist in engem Zusammenhang mit den machtpolitischen Rivalitäten zwischen Preußen und Österreich zu sehen und bildet einen Bestandteil des Kampfes um die Vorherrschaft in Deutschland. Sie ist daher zu verstehen als Ausdruck eines kurzfristigen, höchst labilen Machtgleichgewichts, in dem der Kampf um die zwischen beiden Rivalen stehenden deutschen Staaten noch unentschieden war. Allerdings enthielt die Wiener Abmachung bereits Elemente einer erneuten Dynamisierung. Der Taler, die Währung Preußens und anderer mittel- und norddeutscher Staaten, besaß nämlich eine Sonderstellung unter den übrigen Währungen. Sie mußte faktisch zu einer Überbewertung gegenüber dem süddeutschen Gulden führen und dessen Bereich zwangsläufig permanenten Silberverlusten unterwerfen. Früher oder später blieb den betroffenen Staaten keine andere Wahl als der Anschluß an die Talerzone und damit auch zumindest eine partielle Entscheidung für Preußen. Somit war die vereinbarte Währungsordnung in ökonomischer und politischer Hinsicht keineswegs neutral, sondern bildete tatsächlich ein Instrument der Machtpolitik. Als weiteres Ergebnis der Fallstudie ist folgendes hervorzuheben. Die Ordnung der Wiener Konvention, die die zwischenstaatlichen Währungsbeziehungen durch den Silberstandard weitgehend automatischen Regelmechanismen unterwarf, hat eine Erwartung nicht erfüllt, die heute mit der eng verwandten Formelsteuerung verbunden wird. Sie konnte nämlich keineswegs alle Mitgliedstaaten zu monetärer Disziplin zwingen, vielmehr geriet sie durch das Ausbrechen eines Partners in eine vermutlich ausweglose Situation.
