Makropolitik zwischen Nationalstaat und Europaeischer Union
Wenn es einen Begriff der 90er Jahre gibt, dann den der 'Globalisierung'. Vom 'globalen Weltdorf' ist die Rede, von Akteuren, die nationale Grenzen heute selbstverstaendlich überwinden, von der Dominanz multi- oder gar transnationaler Unternehmen, die sich gaenzlich heimatlos nurmehr temporaer dort niederlassen, wo ihnen die besten Standortbedingungen geboten werden. Dies, so die haeufig anzutreffende Argumentation, reduziere die prozesspolitischen Potentiale des nationalen Interventionsstaates und zwinge ihn in die Rolle des effizienten Dienstleisters hochmobiler Produktionsfaktoren. Die Beitraege des Sammelbandes machen deutlich, dass es nach wie vor ein erhebliches Maß an Steuerungsmöglichkeiten nationaler Volkswirtschaften gibt. Auch unter Globalisierungsbedingungen und zunehmender europaeischer Integration wird die nationale Ebene der entscheidende Politikfokus bleiben - allerdings bei klarem Zwang zur Koordination der nationalen Politikbereiche. In einem hochintegrierten Verflechtungsraum mit einheitlicher Waehrung kann die Finanz-, Tarif-, Steuer- und Arbeitsmarktpolitik nicht auf intermediaerer Ebene verbleiben. Ob die Koordinierung, die Raum fuer nationale institutionelle Eigenheiten laesst, langfristig einer Harmonisierung mit gemeinsamen EU-weiten Institutionen weichen wird oder muss, wird die Zeit zeigen. Dies haengt wesentlich von der Stabilitaet der supranationalen Koordinierung und der Auspraegung einer europaeischen Identitaet ab. Ohne weitere Schritte der 'positiven Integration' aber wird die Steuerungsfaehigkeit der Nationalstaaten - wie vom neoliberalen Mainstream erhofft - ausgehoehlt.
