As sociedades europeias são baseadas num compromisso entre, por um lado, o capitalismo, a propriedade privada e as forças do mercado e, por outro, o socialismo, a redistribuição e a produção pública. Uma parte importante das despesas das famílias é pública (educação, saúde); certos riscos são assegurados colectivamente (desemprego, doença, velhice, família, pobreza); uma parte importante dos rendimentos é redistribuída pela tributação fiscal e pela protecção social. O direito do trabalho regula as relações no interior da empresa, a determinação dos salários e os procedimentos de despedimento. Um largo consenso parece existir entre os responsáveis europeus – políticos, sindicalistas ou sociais – para considerar que existe um modelo social europeu (MSE), característico das sociedades europeias, e que este deve ser defendido e desenvolvido. Mas esta noção é ambígua (Jepsen e Serrano Pascual, 2005): será que esta é uma simples descrição do estado actual das sociedades europeias (que são diversas e que evoluem)? Neste caso, o conceito não tem conteúdo preciso dado que tem que englobar modelos muito diferentes, o do Reino Unido assim como o da Suécia ou o da Itália. Ou será que é uma noção normativa: uma economia de mercado compatível com a coesão social, um nível mínimo de desigualdade, a cobertura social das necessidades fundamentais? Este esquema ideal é ele realizável, continuará ele a ser compatível com a evolução económica contemporânea marcada pela mundialização? É um projecto político? Qual é o seu conteúdo preciso? Quais são as forças sociais que o assumem? É o objectivo obrigatório da construção europeia (e por isso não faz parte do debate) ou é um projecto entre muitos outros?
