Nachtrag: steigende Benzinpreise: fehlende Transparenz auf dem Öl- und Kraftstoffmarkt ?

Sind die steigenden Benzinpreise ein Zeichen mangelnden Wettbewerbs auf den Öl- und Kraftstoffmärkten? Zur Ergänzung der Beiträge im ifo Schnelldienst 11/2012 erläutert Andreas Mundt, Präsident des Bundeskartellamts, die Gründe für den Gesetzentwurf zur Einrichtung einer Markttransparenzstelle für die Kraftstoffmärkte beim Bundeskartellamt. Seiner Ansicht nach erscheint die fortlaufende Meldung von Einkaufspreisen von Kraftstoff nicht zwingend erforderlich zu sein, um Verdrängungsstrategien auf den Grund gehen zu können. Verdachtsmomente für missbräuchliche Preis-Kosten-Scheren lassen sich auch anhand veröffentlichter Notierungen für Raffinerieerzeugnisse aufspüren. Durch gezielte Nachfragen im Verdachtsfall könnte so der bürokratische Aufwand sowohl auf Seiten der Mineralölunternehmen als auch seitens der Markttransparenzstelle reduziert werden, ohne dass es behördlicherseits zu Informationseinbußen kommt.
