New Phenomena in the Export of Capital From The Imperialist Countries
The export of capital, according to V. I. Lenin's definition, is one of "the most essential economic foundations of imperialism." (>u>1>/u>) It remains the same in the modern world capitalist economy. But under conditions in which its unrestricted rule over the majority of mankind has been lost, imperialism is compelled to resort to new, more refined, veiled forms and methods of exporting private and, especially, state capital, which is carried out chiefly under the flag of "aid" to other countries.
