Pauschalprämien setzen das Konzept der Bürgerversicherung am besten um

Prof. Wagner, der am Institut für Volkswirtschaftslehre und Recht der TU Berlin lehrt und Forschungsdirektor für "Soziales Risikomanagement" am DIW ist, war Mitglied der "Kommission für die Nachhaltigkeit in der Finanzierung der Sozialen Sicherungssysteme", der so genannten Rürup-Kommission. Seiner Ansicht nach kann der im Sommer gefundene Kompromiss die langfristigen Probleme des deutschen Gesundheitswesens nicht lösen. Mit den Modellen der "Bürgerversicherung" und des "Pauschalprämiensystems" habe die Rürup-Kommission "scheinbar unversöhnliche Reformkonzepte entwickelt." Es gebe zwar eine "Synthesemöglichkeit", sie erfordere jedoch "gesellschaftspolitischen Gestaltungswillen, der über die Frage der nachhaltigen Finanzierung hinausgeht". Die von ihm favorisierten "Bürgerprämien" - jeder Erwachsene zahlt zur Finanzierung der Krankenversicherung, für die er sich entscheidet, die er aber jederzeit auch wechseln kann, eine pauschale Prämie - kombiniert mit einem gezielten sozialen Ausgleich verhinderten, dass eine Zwei-Klassen-Medizin entstehe. In dem Modell werde die Idee der Bürgersolidarität verwirklicht, und es sei nicht "arbeitsplatzfeindlich". Eine derartige Reform wäre auch "keineswegs eine "Systemrevolution" sondern sie würde das bestehende System der gesetzlichen und privaten Krankenversicherung fortentwickeln und nicht die eine oder die andere Versicherungsart zerstören."
