Pour relever les nombreux défis environnementaux auxquels nous sommes confrontés aujourd'hui, comme par exemple le changement climatique, les pays s'efforcent de développer des instruments de gestion de l’environnement efficaces et efficients au niveau national. Les permis négociables/transférables en sont un exemple. Quels sont les principaux paramètres pour concevoir de tels instruments ? Quelles considérations supplémentaires les responsables de ces politiques devraient-ils prendre en compte avant de choisir les permis négociables plutôt que d'autres instruments politiques ? Pourquoi de nombreuses propositions ayant trait aux systèmes de permis négociables nationaux n'ont-elles pas abouti, et comment surmonter les obstacles rencontrés ? Cette publication tente de répondre à ces questions en présentant une analyse systématique des différents défis, approches, conditions et solutions possibles pour concevoir et mettre en œuvre des systèmes nationaux de permis transférables.
