Politiques monétaires: banques centrales au bord de la crise financière
Les turbulences bancaires et financières ont incité les principales banques centrales à revoir leurs stratégies de politique monétaire. La Réserve fédérale a réagi rapidement en baissant son principal taux directeur d’un demi-point le 18 septembre 2007. Cette décision marque le début d’une nouvelle ère pour les autorités monétaires américaines qui s’étaient auparavant montrées hésitantes à baisser les taux alors que les tensions inflationnistes ne pouvaient être écartées. Les craintes d’un ralentissement, déjà programmé, mais amplifié par la tourmente financière, mettent un terme au dilemme. Ce dilemme se pose aussi à la Banque centrale européenne (BCE), qui a renoncé à la hausse de taux qu’elle avait, avant le début de la crise, suggérée pour septembre. Le discours est toujours offensif, témoignant d’un biais haussier de la politique monétaire dans la zone euro. Mais la persistance d’une situation financière délicate aurait raison de la volonté de la BCE. Celle-ci serait amenée à assouplir sa politique en fin d’année 2008 pour contrer l’envolée de l’euro que nous prévoyons à 1,50 dollar au deuxième trimestre, et réduire l’écart de taux qui se sera creusé avec les États-Unis (...).
