Review Article: To Plan or not to Plan
“In the twentieth century, it is no exaggeration to say that planning has displaced liberty as the key slogan of socialism.” (Rutland, p.9). Whilst qualifications may be offered to this statement, its broad correctness is the starting point for both these otherwise very different books. Both are concerned with evaluating the relevance and desirability of planning to the politics and economics of Western European, and especially British, society in the late twentieth century. However, beyond that common starting point their approaches are very different.
