Standardisierungspolitik für die Informationsgesellschaft / Standardization Policy for the Information Society
Zusammenfassung Eine möglichst weitgehende Standardisierung der für die Informationsgesellschaft konstitutiven neuen Informationsverarbeitungs- und -übertragungssysteme verspricht mit Blick auf die durch sie realisierbaren Netz- und Skaleneffekte erhebliche gesamtwirtschaftliche Vorteile. Andererseits ist gerade in diesem Bereich auch eine nachhaltige horizontale und vertikale Präferenzdifferenzierung zu konstatieren, welcher mit zunehmendem Standardisierungsgrad immer weniger nachgekommen werden kann. Die Lösung des sich daraus ergebenden Problems, das wohlfahrtsoptimale Verhältnis zwischen Standardisierung und Produktvielfalt zu finden, wird - zumindest in Europa - keineswegs den Marktparteien überlassen. Vielmehr verfolgt hier insbesondere die EU-Kommission, gestützt auf die Diagnose mehrfachen Versagens der Marktparteien, eine aktive, interventionistische Standardisierungspolitik. Unter anderem argumentiert sie, daß die Marktparteien alleine infolge der erheblichen Netz- und Skaleneffekte an der sog. Kritischen Masse scheitern oder aber sowohl zu einer Unter- als auch zu einer Fehlstandardisierung neigen würden. Ziel des vorliegenden Artikels ist es, zu zeigen, wie alle diese Probleme bestmöglich gelöst werden, wenn der nichtkooperative Marktprozeß durch einen kooperativen (Standardisierungs-)Komiteeprozeß ergänzt wird, in dem alle Beteiligten vertreten sind und einklagbare Verträge über Kompensationsleistungen abschließen können.
