The Effectiveness of Protection of the Atmosphere
The intensive development of productive forces has led to the problem of protecting the atmosphere. The need to keep the air clean is articulated in the Constitution of the USSR and in a special USSR law, "On Protecting the Atmosphere." At a time when the atmosphere has become the realm of application of mounting capital and current expenditures, the problem of using them with maximum effectiveness has arisen. Measures to protect the atmosphere were assigned a special place in the materials of the Twenty-fifth and Twenty-sixth CPSU Congresses and the December (1983) Plenum of the CPSU Central Committee, which emphasized that the protection of the environment is "a task of major economic and social significance."
