The Issues of Innovative Management in Russian Public Authorities

The article is devoted to the problems of innovation management in Russian public authorities. It contains the description of the fundamental approaches to public administration reform process, the analysis of the instruments of performance improvement in the public service and management, and the revealing of the factors that affect the quality of introduction of organizational and administrative innovations to the public authorities' activities. The author analyses the process of innovational enhancement of public administration, and also designates key problems of innovation management introduction that cause slowing down of the public service and public administration reforms
