Toward a More Effective Early Warning System - Focus on FSS Early Warning System for Korea's Financial Service Industry (우리나라 금융부문 조기경보시스켐의 발전방향 - 금융감독원 조기경보시스템을 중심으로 )

English Abstract: Nowadays financial regulators of advanced countries actively develop and introduce early warning models as an regulatory measure to assess statistically the potential risks of financial companies. The aim of this paper is to review the early warning system of Financial Supervisory Service(FSS), discuss its limits and suggest some ideas to improve it. Specifically, this paper discusses the six early warning models of FSS that have been used since 1997, i.e., risk index model, leading risk index model, statistical CAEL model, logit model to predict capital adequacy, provit model to predict credit ratings, and EDF model. To improve the predictability of the early warning models of FSS, it is necessary to acquire timely data, keep fine-tuning of the models in response to the change of financial environments, and develop new models such as real estate crisis prediciting model. It is also necessary to set up a concrete procedure to reflect the results of early warning signals into the supervisory and examination process of FSS.Korean Abstract: 오늘날 주요국의 융감독당국은 융회사의 경성과와 잠재험을 계량 으로 측정하기 한 융감독기법의 하나로서 조기경보모형에 한 연구 를 강화하고 있다. 이 은 융감독원의 조기경보시스템 운용 황과 그 발방향을 검토해 보는 것을 목으로 한다. 특히 융감독원이 2007년부 터 융산업 개별 융회사의 부실 가능성을 측하기 해 개발 운용하 고 있는 6개 모형(험지수모형, 험선행지수모형, 통계CAEL모형, 자본 정성 측모형, 신용등 측모형, 부도확률(EDF)모형)의 의의와 한계, 그 리고 향후 발방향에 해서 논의하는 것을 목으로 한다. 앞으로 융감 독원의 융산업 조기경보모형의 측력 제고를 해서는 융통계의 시의 성 시성 제고, 융환경 변화에 응한 모형의 지속인 조정, 부동산 기 측 등을 한 새로운 모형의 개발 등 다양한 노력이 이루어져야 할 것이다. 한 조기경보모형의 운용결과를 감독검사 업무에 반하기 한 구 체인 차와 기에 검토가 이루어져야 할 것이다
