[fre] L'exploitation des ressources halieutiques s'accompagne d'externalités entre pêcheurs qui sont source d'inefficacité et de conflits. L'analyse du divorce entre rationalité privée et rationalité collective, ainsi que la réflexion sur les moyens de les réconcilier, sont au cœur de la théorie économique des pêches. La portée pratique des modèles bioéconomiques que propose cette théorie est toutefois limitée par plusieurs facteurs. L'absence de prise en compte de la complexité des pêcheries, pourtant à l'origine d'externalités " inter-métiers " qui viennent s'ajouter aux externalités intra-branche caractérisant généralement la pêche, constitue l'un d'eux. L'article présente un modèle bioéconomique permettant de simuler un aspect du fonctionnement d'une pêcherie complexe, le phénomène de rejets. Le modèle, en décrivant cette forme particulière d'interaction par la ressource, permet de calculer le coût social de la pratique d'une activité émettrice d'externalités négatives et de dresser un bilan économique global de l'interaction. Analysis of the gulf between individual and collective rationality, together with a consideration of how it may be bridged, is at the heart of economic theory relating to fishing. The practical scope of the bioeconomic models advanced by this theory is nonetheless limited by a number of factors. Failure to take into account the complexity of fisheries - nevertheless the cause of the "inter-industry" externalities which compound the intra-branch externalities generally characteristic of fishing - is one of them. This paper presents a bioeconomic model simulating one aspect of the operation of a complex fishery: the phenomenon of discards. The model, by describing this particular form of fishery interaction, can be used to calculate the social cost of engaging in an activity which produces negative externalities and to draw up an overall economic assessment of interaction. This assessment is immediately applicable in any discussion of fishery management.
