Universalbanktendenzen im britischen Kreditwesen Schon seit einer Reihe von Jahren sind im Kreditgewerbe Großbritanniens in ständig steigendem Ausmaß Zeichen einer Evolution in Richtung auf ein Universalbankensystem deutscher Prägung zu erkennen. Die ursprüngliche Initiative zu diesem Prozeß ging von der City selbst aus; erheblich stimuliert wurde er allerdings durch die Kreditreform vom Herbst 1971. Sie ermöglichte es, den im Wettbewerb mit verschiedenen inländischen Institutsgruppen wie auch den in London angesiedelten Auslandsbanken ins Hintertreffen geratenen Clearing Banks, gegenüber der früher relativ stiefmütterlich behandelten Privatkundschaft eine größere Aktivität zu entfalten und durch zahlreiche weitere Diversifikationsmaßnahmen den Weg zu "financial supermarkets" einzuschlagen. Zwangsläufig kommen sie im Rahmen solcher, durch zwischenzeitliche Rückfälle in der offiziellen Liberalisierungspolitik temporär gebremsten Bestrebungen zunehmend anderen Institutskategorien ins Gehege, die - wie etwa die Building Societies, Finance Houses oder Merchant Banks - ihrerseits ebenfalls in kontinuierlich wachsendem Umfang die Abkehr vom klassischen Spezialbankprinzip vollziehen. Heute müssen sich die Clearing Banks obendrein neben jenen und jüngeren Rivalen in Gestalt der rasant expandierenden "money shops" verstärkt den kontinentalen Banken mit einem vielfach schon wesentlich universelleren Sortiment und Service stellen. Um ihre Konkurrenzfähigkeit zu verbessern und die Auflockerung der traditionellen Arbeitsteilung zu fördern, erleichtert die Bank of England seit Anfang 1973 die kapitalmäßige Einflußnahme auf Merchant Banks mit der begehrten Akzepthaus-Reputation, so daß sich die Clearing Banks nicht nur durch die Kreierung neuer Leistungen "von innen heraus", sondern außerdem durch die mit Fusionen oder Beteiligungen erworbenen spezifischen Erfahrungen und Verbindungen zu "all-purpose"- Instituten entwickeln können. Gleichwohl ist das britische Kreditwesen gegenwärtig immer noch mit diversen Spezialisierungsrelikten behaftet, die indes - so lautet jedenfalls die langfristige Prognose des IBRO-Reports - unbeschadet der nach dem EWG-Beitritt, dem Regierungswechsel und den Krisenerscheinungen im Sekundärbank-Bereich sehr aktuellen Reglementierungspläne größtenteils nach und nach eliminiert werden dürften.
