Utvikling og fornyelse i NHOs medlemsbedrifter 1998
Formålet med denne undersøkelsen har vært å innhente informasjon om utvikling og fornyelse i NHOs medlemsbedrifter. Undersøkelsen er gjennomført som en fulltelling for de 17 NHO-landsforeninger som deltar i FIIN-prosjektet, med en samlet svarprosent på 23% (1.743 bedrifter).Selv om det er til dels betydelig variasjon i svarprosent etter landsforening og bedriftsstørrelse, viser en nærmere analyse av materialet at størstedelen av resultatene er representative for de fleste av landsforeningene, med det forbehold at bedrifter som er engasjert i "utvikling og fornyelse" er noe overrepresentert i utvalget.Nedenfor følger en stikkordsmessig oppsummering av enkelte hovedpunkter i FIIN-undersøkelsen. Hva som er "viktige" resultater, er i stor grad avhengig av ståsted – og vil i dette tilfellet variere avhengig av om en vurderer resultatene med utgangspunkt i en enkelt bransje eller landsforening, eller ut fra et NHO-, SND- eller Forskningsråds-perspektiv. Foreløpig har det i liten grad vært mulig å sammenlikne resultatene fra FIIN-utvalget med annen tilgjengelig informasjon, spesielt fra SSBs FoU- og innovasjonsundersøkelser. 65% av bedriftene angir å være engasjert i FoU-virksomhet, mens 86% angir å ha FoU-samarbeid med andre. FoU-samarbeid er spesielt utbredt innenfor PIL, TBL, FHL og TEKO, og spesielt lite utbredt innenfor BNL og RBL. Størstedelen av bedriftene med FoU-samarbeid, er engasjert i bedriftsrelatert FoU-samarbeid (72%), mens resten av bedriftene (28%) i tillegg har FoU-samarbeid med "andre" (forskningsinstitutter, universiteter og høgskoler og offentlig sektor, inkl SND og Forskningsrådet). FoU-samarbeid er relativt lite utbredt blant små bedrifter (1-9 årsverk), mens mellomstore bedrifter (10-99 årsverk) primært har FoU-samarbeid med andre bedrifter. Store bedrifter (100+ årsverk) er som hovedregel både engasjert i bedriftsrelatert FoU-samarbeid og samarbeid med "andre". For 55% av bedriftene utgjør nye produkter eller tjenester en større eller mindre del av omsetningen. Spesielt KIFF, MIL, NBL; TBL og TEKO har en klart større andel innovative bedrifter enn NHO-gjennomsnittet. 84% av bedriftene vurderer egne ansatte som viktigst som kilde til nye ideer mht produkt- og tjenesteutvikling. Spesielt gjelder det for NAL og TBL – men i liten grad for BNL. Tilsvarende er for eksempel offentlige FoU-programmer, forskningsinstitutter og patenter/lisenser vurdert som lite viktige som kilde til nye ideer. Kunder og leverandører er de FoU-samarbeidspartnerne bedriftene oftest benytter. Spesielt gjelder det for FHL, KIFF og NBL – men i liten grad PIL. Forskningsinstitutter, konkurrenter, universiteter og høgskoler, og spesielt offentlig sektor, er lite brukt som FoU-samarbeidspartner. Marked, kompetanse og teknologi er vurdert som klart viktigst for fornyelse og utvikling. Markedsforhold er vurdert som spesielt viktig av KIFF, PIL og RBL – og teknologi som spesielt viktig av FHL, PIL og TBL. Behovet for styrket kompetanse gjelder spesielt mht kvalitetsutvikling, produktutvikling og ledelse og organisasjon – og spesielt innenfor NBL, RBL, TBL og GBL. 27% av bedriftene i utvalget angir å ha mottatt offentlig FoU-støtte, fra SND og/eller Norges forskningsråd. Særlig innenfor TBL, PIL, TEKO, FHL, KIFF og MIL er omfanget av offentlig FoU-finansiering relativt betydelig – men relativt lite utbredt innenfor HTL, SBL TL, NAL, BNL, og RBL. Støtte fra Forskningsrådet er i særlig grad konsentrert innenfor produksjon av metaller og metallvarer, kjemiske produkter og maskiner, mens støtte fra SND er i særlig grad konsentrert innenfor produksjon av næringsmidler, teko og trevarer. Spesielt innenfor produksjon av elektriske og optiske produkter, gummi- og plastprodukter og innenfor metaller og metallvarer er det en relativt mange bedrifter med offentlig finansiering fra både SND og Forskningsrådet. Det er spesielt store bedrifter (100+ årsverk) som mottar FoU-støtte fra Forskningsrådet (og eventuelt også fra SND), mens mellomstore bedrifter (11-99 sysselsatte) primært mottar støtte fra SND. Blant små bedrifter (1-9 årsverk) er det relativt få med offentlig FoU-finansiering. Det er i hovedsak de mest innovative bedriftene (20%+ av omsetningen knyttet til nye produkter/tjenester) som mottar støtte fra SND. "Ikke-innovative" bedrifter mottar i hovedsak ikke offentlig FoU-finansiering, verken fra SND eller Forskningsrådet.
