Verteilungswirkungen von finanziellen Unterstützungsmodellen für pflegende Angehörige
Die finanzielle Situation pflegender Angehöriger in Deutschland ist zunehmend in den Fokus des öffentlichen Interesses gerückt, dabei wird insbesondere das erhöhte Armutsrisiko informell Pflegender kritisch diskutiert. Gleichzeitig zeichnet sich ab, dass die Bedeutung informeller Pflege weiter steigen wird. Der demographische Wandel erhöht die Nachfrage nach informeller Pflege, während durch eine höhere Frauenerwerbstätigkeit und Anhebungen des Renteneintrittsalters immer mehr Menschen Beruf und Pflegetätigkeit vereinen müssen. Oft ist diese Vereinbarkeit schwierig und geht mit einem reduzierten Erwerbseinkommen einher. Pflegende weisen ein deutlich erhöhtes Armutsrisiko auf und sind seltener am Arbeitsmarkt aktiv. Bislang gibt es noch keine geregelte monetäre Entschädigung informell Pflegender, Diskussionen über mögliche Lohnersatzleistungen stehen aber seit einigen Jahren auf der politischen Agenda. Im Folgenden werden die Verteilungswirkungen zweier Modelle von Unterstützungsleistungen mit der Methode der Mikrosimulation analysiert. Dabei wird im Besonderen auf Auswirkungen auf die Armutsrisikoquote als mögliche Zielgröße einer solchen Reform eingegangen. Das erste analysierte Modell einer Pflegelohnersatzleistung orientiert sich am Elterngeld und ist abhängig vom vorherigen Einkommen. In unserer Simulation sind 1,5 Millionen Personen für eine solche Leistung anspruchsberechtigt, wobei die meisten lediglich einen Sockelbetrag von 300€ ausgezahlt bekommen. Die Nettoausgaben für eine solche Reform betragen schätzungsweise 5 Milliarden Euro im Jahr. Durch die Pflegelohnersatzleistung erhöht sich das Nettoeinkommen der Pflegenden um etwa 6%. Die Armutsrisikoquote geht deutlich auf 15,6% zurück und liegt etwa auf dem Niveau der Gesamtbevölkerung. Als Vergleich wird ein Pflegegehalt modelliert, bei dem pflegende Angehörige abhängig vom Pflegegrad für eine feste Stundenzahl öffentlich angestellt werden. Der Kreis der Begünstigten in diesem Szenario beläuft sich auf etwa 900 Tausend Personen und verursacht Nettokosten von etwa 6,5 Milliarden Euro in Jahr. Durch die Reform steigt das Nettoeinkommen der Pflegenden im Durchschnitt um 9% und das Armutsrisiko geht auf 13,4% zurück, womit es deutlich unterhalb der Gesamtbevölkerung liegt. Beide Modelle zeigen, dass eine monetäre Entschädigung pflegender Angehöriger ihr Armutsrisiko signifikant reduzieren kann.
