Zeit für eine grundlegende Reform der EEG-Förderung: Das Quotenmodell
[...] Der folgende Beitrag nimmt vor diesem Hintergrund zunächst eine kritische Bestandsaufnahme der bisherigen EEG-Förderung vor (dazu B.). Jüngere Ansätze wie die Einführung einer Marktprämie (§ 33g EEG) und einer Flexibilitätsprämie (§ 33i EEG) haben sich mit Blick auf die Marktintegration erneuerbarer Energien als weit gehend wirkungslos erwiesen und nur zu einer weiteren Verteuerung des Fördermodells geführt. Angesichts der sowohl (verfassungs-)rechtlich, insbesondere aber volkswirtschaftlich kritischen Würdigung des geltenden EEG-Fördersystems kann in einem weiteren Schritt auf der Basis einer knappen Skizze der Grenzen der Herstellung der Marktfähigkeit erneuerbarer Energien (C.) das Quotenmodell als überzeugende Alternative gegenüber dem gegenwärtigen Fördersystem beschrieben und rechtlich bewertet werden (D.), bevor ein Fazit möglich ist (E.).
