These programs should recognize that farmers use pesticides in order to minimize risk of crop loss just like people pay for auto insurance to minimize the economic effects if an accident should occur. IPM programs can be made more effective if this desire by some to avoid risk is taken into account when designing recommended guidelines/rules for producers.
