This paper presents the general framework of the Romanian public administration, paying attention to the administrative and territorial organization of the country, the current political and administrative structure and the organization of public administration from a comparative perspective.

This work aims to describe the common European principles for public administration identified by SIGMA, as well as the principles of good governance and the principles of good administrative behaviour necessary for a proper functioning of the public administration.
