The paper is an analysis of recent academic literature and of EP reports on the White Paper on European Governance, recently published by the Commission.

The study presents the legal and political framework of the EP's institutional position in the EU's common foreign and security policy and analyses the constitutional role of selected national parliaments in foreign policy.
