This article argues that the implementation of a well-chosen long-term strategy for Russia's modernization will require both political leadership and the constructive efforts of interested social groups.

This article examines the actual and prospective roles played by interest groups in determining Russia's socioeconomic development policies, and calls for these roles to be expanded as part of a modernization strategy.
