Außerhalb von Krisenzeiten findet die WHO oft wenig Gehör. Ihre sozialpolitischen Initiativen werden regelmäßig abgeschmettert; ihr Handeln bleibt auf Krankheitspolitik reduziert. Das ist ein Fehler.
