The impact of Geopolitical Risks and the Human Development on Foreign Direct Investment Inflows in Iraq for the Period (2004-2018)

Arabic abstract: تهدف الدراسة إلى معرفة أثر ‏العوامل الجيوسياسية والمالية والبشرية على تدفقات الاستثمار الاجنبي المباشر الى العراق ‏خلال الفترة (2004-2018) باستخدام الانحدار الخطي المتعدد، وأوضحت النتائج بأن واقع الاستثمار الاجنبي المباشر في العراق يفسر بعوامل سياسية ومالية وبشرية وبنسب متفاوتة بدلالة معنوية التأثير الايجابي لكل من (السيطرة على الفساد، بقاء قوات التحالف في العراق وتجاوز سعر النفط مبلغ مئة دولار للبرميل الواحد)، وظهر عدم وجود أية علاقة لتدفقات الاستثمار الاجنبي المباشر مع كل من (مؤشر القيمة السوقية، مؤشر التنمية البشرية، فترة تواجد داعش والانتخابات البرلمانية العراقية)، كما وتضمنت الدراسة بعض المقترحات ومنها ضرورة قيام متخذ القرار بالخطوات المطلوبة لتحسين مرتبة العراق في التصنيفات الدولية المختصة في تقييم المخاطر من خلال توفير بيئة أعمال مناسبة وظروف سياسية وأمنية مستقرة.‏ ‏English abstract: The study aims to identify the effect of geopolitical, financial and human factors on FDI flows to Iraq for the period (2004-2018) using multiple linear regression, and the results showed that the reality of foreign direct investment in Iraq is explained by political, financial and human factors in varying proportions, i.e. the significance positive effects of (controlling corruption, the existence of the coalition forces in Iraq and the oil price exceeded one hundred dollars per barrel), the study come out that no relationship of foreign direct investment inflows with (the market value index, the human development index, the period of ISIS presence and the Iraqi parliamentary elections). The study also included some suggestions, including the need for the decision maker to take the necessary steps to improve the rank of Iraq in the relevant international classifications in risk assessment by providing an appropriate business environment and stable political and security conditions
