신북방 경제협력의 필요성과 추진 방향 (Necessity and Directions of Korea's New Northern Economic Cooperation)

Korean Abstract: 한반도의 북방지역은 한국의 정치ㆍ안보 및 경제를 위해 중요한 지역일 뿐 아니라, 한민족과는 역사ㆍ문화적으로 특별한 연관성을 가지고 있는 곳이다. 이러한 북방지역의 특수성에 대한 인식을 토대로 한국은 이 지역과의 협력수준을 확대하기 위한 신북방정책을 추진할 필요가 있다. 이와 같은 신북방정책은 이 지역 전체의 상황 변화와 한국의 정치ㆍ안보 및 경제적 국익을 종합적으로 고려하여 수립ㆍ추진되어야 하는바, 이는 개별 국가들에 대한 외교정책이나 경제협력정책과는 구별될 수 있을 것이다.English Abstract: The area of the Eurasian continent north of the Korean Peninsula not only has special historical-cultural significance for the Korean people, but is also important in terms of national security and economy of the Republic of Korea (hereafter, Korea). Bearing these facts in mind, Korea needs to pursue a “New Northern Policy” for strengthening relations with that area referred to as “the Northern Area” in this report. Insofar as this policy targets a specific area, it should be different from traditional external policies toward individual countries
