예금보험기금의 미국 외 선진국 국채 운용 필요성 검토 (On the Extension of the Korea Deposit Insurance Fund Operation to Government Bonds in Developed Countries)

Korean Abstract: 예금보험공사는 2022년부터 예보기금 운용대상자산에 미국 국채 포함을 진행하고 있다. 이에 본 연구는 미국뿐만 아니라 일본, 독일 등 주요국 국채로 예보기금 해외 채권 운용의 다변화 필요성 여부를 실증적으로 검토하였다. 실증분석 결과, 일본과 독일 국채로 해외 채권 투자대상을 확대하면 위험대비 수익률 측면에서 운용성과가 일부 개선되는 것으로 추정되었다. 특히 표본외 예측과 그에 기반한 최적자산배분 실험결과에 의하면 투자의 목적함수에 강건한 결과가 도출되었다. 결과적으로 해외 국채를 주요 선진국으로 확대할 경우 금융기관의 시스템 리스크에 취약한 구조가 개선되고, 유동성과 안정성을 유지하면 서도 적정 중장기 투자 비중을 충족하는 데도 기여할 가능성이 있다
