117 patent professionals write to request a stand-down for implementation of the Patent Office's DOCX rule. The fundamental software design is flawed, the PTO's software is unreliable, so we do not trust the PTO to be able to implement the DOCX rule reliably. PTO staff broke the law in multiple respects, including false statements to ex parte tribunals, and attempting to enforce subregulatory guidance as binding norm. This letter demonstrates teh problems and costs that an agency creates for itself and the public when the agency neglects, sidesteps, or subverts its obligations under administrative law
