A Comparison of the Knowledge-Based Innovation Systems in the Economies of South Korea and the Netherlands Using Triple Helix Indicators

The purpose of the paper is to determine the similarities and differences between the innovative economies of The Netherlands and South Korea. A Triple Helix model is used to study network linkages between industry, academia, and government, the institutional "knowledge infrastructure." Three domains: science, technology, and innovation serve as indicators. Data on innovation were collected using a webometric approach withkeywords "university," "industry," and "government" in the national domains of South Korea and The Netherlands. Data on science indicators were collected via corporate addresses in the Science Citation Index 2002, and 14,931 records from South Korea and 17,865 records from The Netherlands were captured. Lastly, the data on technology were obtained from the U.S. Patent and Trademark Office (USPTO), identifying 4,200 Korean patents and 2,827 Dutch patents. Results indicate that the Dutch knowledge base is clearly oriented toward biotechnology, while South Korea has a stronger patent portfolio. The South Korean portfolio is not heavily reliant on traditional industrial structures, but the Dutch portfolio is. The large service sector in the Netherlands means its Internet economy is more oriented toward on global trends than in South Korea.(SRY)
