A Mixed Society: Possibilities of Development in Russia
The more the country feels the results of the economic crisis, of increasing social stratification and confrontation, the more frequently do we hear that the time of debates over strategic programs is past. What is needed today is supposedly not "isms" but concrete emergency measures that will enable us to avert catastrophe. Such measures are unquestionably needed more today than they were yesterday, even though they were also needed yesterday, a year ago, or three years ago. But I would like to note that emergency measures can be economically and socially justified only if they are coordinated with a truly defined strategy of national development. A certain degree of slyness is concealed behind the current denial of the meaning of "isms" by some state leaders. A strategy of "building" capitalism in Russia at an accelerated pace was in fact behind the monetarist policy carried out in 1992. It was specifically this strategic orientation that promoted the choice of the concrete methods and forms of current policy, and, above all, of strict monetarism, semicompulsory planned-administrative privatization, the creation of an economic environment for the mass bankruptcy of enterprises and declining production coupled with the rapid growth of speculative capital and, correspondingly, a dramatic increase in the property stratification of people, etc.
